After this tragic case, the answer is really simple. Sterilise the parents so they can’t have any more genetic mutants on the public dime.
As distasteful as that may be, it is, I’m afraid, where you will always end up with socialised health systems.
And before you start, this is exactly what the left would have advocated historically.
