Whilst I can understand his original comments it doesn’t excuse him from saying them as it shows he doesn’t understand what the public are going through. Such a person in a authority who doesn’t have a connection with those lower down does not deserve to be in his high chair.
His original comments were based on that fact that PAYE reconciliation takes place every year. Normally it doesn’t mean much in terms of individual overpayment or underpayment nor does it affect large numbers of people. However because they didn’t carry one at last year (due to meddling by Gordon Brown), plus the introduction of the new computer system which highlighted more errors than normal, the numbers this year are huge.
